Another ship seized for transferring oil to North Korea

South Korean authorities have seized the "Koti" on Dec 31, 2017, which was suspected of transferring oil products to North Korea in violation of international sanctions. The seizure was the second to be revealed by South Korea within a few days, as the United Nations steps up efforts to squeeze essential oil supplies to the reclusive North following its nuclear or ballistic missile tests. The tanker was seized at Pyeongtaek-Dangjin port south of Incheon.

On April 30, 2019, the captain of the "Boudicca" requested an urgent medevac of a passenger 36 miles south of Formentera de passenger accident. The SAR-helicopter from was mobilized. The patient was hoisted and taken to hospital in Ibiza.

a 70 year old passenger of the "Boudicca" suffered a heart attack 70 nautical miles off Crozon. The CROSS Corsen was alerted on April 26, 2019, at 2:20 p.m. A navy helicopter was deployed with a doctor on board. The man was hoisted and taken to the hospital Cavale Blanche in Brest at 5:20 p.m.

Eight crew members tested positive for COVID-19, six more awaiting results

The 'Black Watch' which has left the port of Rosyth on March 31, 2020, was being moored on the Firth of Forth anchorage since, operated by a skeleton crew as one of four liners which have been anchored near Rosyth after the Fred Olsen company suspended operations. Eight crew members have tested positive for the new corronavirus, and six other staff onboard were awaiting results. The ship is operating under the current guidance from Public Health England. Each crew member was occupying their own cabin, each with a balcony.

On March 16, a passenger of the 'Black Watch' neaded to be medevaced. The ship had 673 passengers on board and was enroute from Lisbon to Southamptom. The response to the 84-year-old man was coordinated by the CCS Finisterre. The Helimer 401 helicopter was deployed and hoisted the patient 38 miles northnorthwest of Sisargas and took him to Alvedro, from where he was transferre to CHUAC.

MSC RAVENNA Violent murder on board of MSC mega container ship in the Pacific

A Filipino crew attacked another crew with knives on board of container ship MSC RAVENNA on Sep 20, while the ship was under way in the Pacific, en route from China to Long Beach – Los Angeles, USA, wrote Los Angeles Daily News. He stabbed his fellow seaman, also Filipino, 17 times, inflicting numerous wounds. His victim died from the wounds. Master of the ship persuaded attacker to surrender, he was locked in cabin, and arrested on ship’s arrival at Long Beach - Los Angeles, on Sep 22. On Sep 28 he was charged with murder, facing life sentence of death penalty. MSC RAVENNA left Los Angeles on Sep 28, bound for Oakland, USA.
Comment: Was is just a tragic accident, result of feud between two fellow seamen, or was it, at least partially, caused by growing tension among crew members, due to crew change crisis? By the way, everybody is writing and talking about crew change crisis, but there isn’t much talk about freedom crisis – basic human freedom to take a leave in port of call. Leaves in ports of call are, psychologically and physically, a must, if talking about crew health.

OCEAN COMMOTION II US Coast Guard terminated illegal passenger vessel operator

The US Coast Guard terminated an illegal passenger vessel operator near Sunset Key on Sep 25, 2020. A Coast Guard Station Key West 33-foot Special Purpose Craft-Law Enforcement boarding team conducted a boarding of the vessel with 10 passengers aboard and discovered the following violations:

- Violation of 46 C.F.R. 176.100(a) for not having a valid Certificate of Inspection.
- Violation of 46 C.F.R. 15.515(b) for not having a credentialed mariner in control while operating as a small passenger vessel.
- Violation of 46 C.F.R. 170.120 for failure to have a valid stability letter.
- Violation of 46 C.F.R. 16.201 for failure to have a drug and alcohol program.
- Violation of 46 C.F.R. 15.401(a) for failure to employ an appropriately credentialed mariner.
- Violation of 46 C.F.R. 67.7 for failure of a vessel of greater than 5 gross tons to have a Certificate of Documentation while in Coastwise trade.

“The Coast Guard will aggressively pursue any operator who is putting their customers at risk by operating outside these critical safety requirements,” said Petty Officer 2nd Class Glynon Sells, boarding officer at Station Key West. “We urge anyone paying for a trip on a passenger vessel to ask to see the Merchant Mariner Credential of the vessel operator to verify their captain is properly credentialed by the Coast Guard.”

Owners and operators of illegal passenger vessels can face maximum civil penalties of: $60,000 or over for illegal passenger-for-hire-operations. Charters that violate a Captain of the Port Order can face over $95,000. Some potential civil penalties for illegally operating a passenger vessel are:

Up to $7,846 for failure of operators to be enrolled in a chemical testing program.
Up to $4,888 for failure to provide a Coast Guard Certificate of Inspection for vessels carrying more than six passengers for hire.
Up to $16,687 for failure to produce a valid Certificate of Documentation for vessels over 5 gross tons.
Up to $12,219 for failure to have been issued a valid Stability Letter prior to placing vessel in service with more than passengers for hire.
Up to $95,881 for every day of failure to comply with a Captain of the Port Order.

ACACIA MING Collision in Tokyo

The 'Acacia Ming' was in collision with the container ship 'Pegasus Zetta'  (IMO: 9301304) while leaving the port of Tokyo on Sep 27, 2020, at 4.30 p.m. Damage remained limited, and both vessels departed after being investigated by the Japanese Coastguard. The 'Acacia Ming' arrived in Yokohama on Sep 28 at 3.30 p.m., the 'Pegasus ZEtta' was headed to Shimizu, where it berthed on Sep 28 short past midnight.

PEGASUS ZETTA Collision in Tokyo

The container ship 'Acacia Ming' was in collision with the 'Pegasus Zetta', while leaving the port of Tokyo on Sep 27, 2020, at 4.30 p.m. Damage remained limited, and both vessels departed after being investigated by the Japanese Coastguard. The 'Acacia Ming' arrived in Yokohama on Sep 28 at 3.30 p.m., the 'Pegasus ZEtta' was headed to Shimizu, where it berthed on Sep 28 short past midnight.

UNI BLOSSOM Perpetrator stole spare parts

The Chief Engineer of the 'Uni Blossom' discovered some engine spare parts were stolen when he was conducting his round in the engine room on Sep 23, 2020, at 2. a.m. No perpetrator was sighted.  The master  could  not  determine  when  the  actual  boarding  took  place.  As  the  engine  room  was  manned until midnight,  the  incident was  assessed  to  have  occurred  in the meantime. The crew was safe. The master reported the incident via email to Singapore POCC on Sep 25. A safety navigational broadcast was initiated. The Republic  of  Singapore  Navy’s  Maritime  Security  Task  Force,  Singapore Police Coast Guard, and the Indonesian authorities were notified.The ship was en-route to China.

MSB-1 Engine failure near Fethiye

The 'MSB 1', while en route from Tripoli, Lebanon to Volos, suffered an engine failure on Sep 27, 2020. The vessel sheltered and dropped anchor off Fethiye, where the crew started conducting repairs. It then resumed its voyage with an ETA as of Sep 30 at 1.50 a.m.

On its way from Constanta the cargo m/v "Fiesta" (IMO: 9161854) collided with the "Sandrella" coming from the same port after passing the Dardanelles Strait, 5 miles off Tavsan Island, in the Aegean Sea in pos 39 56.5 N 025 53.3 E, on Mar 28, 2010, at 2.40 p.m. Both vessels proceeded the Straiut southbound. The "Kıyı Emniyeti 6", "Kurtarma 2" and "Söndüren 4" were sent to the scene and pulled both ships to safety. The "Fiesta" was damaged at the stern, the "Sandrella" in the foreship region.

Apeal ccourt upheld a suspended prison sentence

An appeals court on July 9, 2020, upheld a suspended prison sentence for a former presidential aide for doctoring a report related to the sinking of the 'Sewol'. The Seoul High Court upheld a lower court's ruling from August 2019, in which a former chief of staff to the former President was sentenced to one year in prison, suspended for two years. He was convicted of drafting false official documents to protect the former President from being blamed for the government's botched rescue operation when the vessel sank. The appeals court said that former President was confirmed to have been at her residence and unaware of the incident in the frantic early hours. "The defendant falsely wrote in the report submitted to the National Assembly that the president was briefed on the development and knew what was going on," it said, chastising the former chief of staff for lying to help prevent public criticism directed at the president. The former chief of staff was indicted in March 2018, together with two former heads of Cheong Wa Dae's National Security Office (NSO), on charges of document falsification related to the 'Sewol' to the former president. The court also upheld the previous sentences for the two NSO officials, acquitting them of the charges, citing lack of evidence.


Prosecutors requested detention of former Coast Guard chief

State prosecutors said on Jan 6, 2020, they have requested a court formally detain the former Korea Coast Guard chief Kim Suk-kyoon for alleged mishandling of the 'Sewol' desaster. A special unit tasked with the probe said it has requested the arrest of Kim Suk-kyoon as well as five other key officials, including those who supervised the western coastal unit and the southwestern port city of Mokpo, according to the prosecution.State prosecutors said the six incumbent and former officials have been charged with mishandling the rescue operations during the sinking, leading to the deaths of 303 passengers and injuries to 142 others. It was the latest move in a widening probe by the special investigative unit, launched in November 2019. The unit has been investigating the exact cause of the fatal disaster and probing any mishandling of the rescue operations by the former conservative administration.

Greenpeace activists drop boulders into the North Sea to stop illegal fishing

The group alleged that the trawlers that frequent the area are hiding destructive fishing by illegally switching off their automatic tracking systems.
Trawling is a method of fishing that involves pulling a fishing net through the water behind one or more boats. Trawl gear affects the environment in both direct and indirect ways. Direct effects include scraping and ploughing of the substrate, sediment resuspension, destruction of benthos, and dumping of processing waste. Indirect effects include post‐fishing mortality and long‐term trawl‐induced changes to the benthos.
The group has increasingly asserted that the almost three-tonne granite rocks that the environmental group has been dropping into the waters are meant only to thwart off incoming trawlers and would not harm the biodiversity of the region.
Any bottom trawlers trying to fish over the boulders will get their gear snagged and ruined on the rocks, though passing marine traffic will not be affected.
Fishing leaders responded angrily and even went to great lengths to accuse the group of putting fishermen at risk and doing more damage to marine habitats than their trawlers do.
Greenpeace has said that they used their flagship ESPERANZA for this purpose, assuring that the governmental bodies had been informed firsthand of the drop zones so that trawlers voluntarily avoided it.
